Remarks Regarding in the Eighth Session of the General Assembly of the World Council of Churches in Zimbabwe

One of the biggest problems that the General Assembly faced in Harare, was the problem of homosexuality. Some leaders from the Council met with leaders of the government of Zimbabwe and agreed to guarantee the protection of homosexual representatives who attend. President Robert Mugaby himself signed the agreement. When he heard, however, that the Council would discuss the subject of homosexuality publicly, he criticized the Council, because it is known internationally that Zimbabwe is against homosexuality. The criticism of President Mugaby was due to what was written in the papers in Zimbabwe. Newspaper reports claimed that the World Council of Churches gave the right to homosexuals and lesbians to participate in the program of the Council. Moreover, they encouraged all the homosexual organizations and institutions, especially those in the USA, to join the Zimbabwean homosexuals in their protest marches during the Council.

The Zimbabwean homosexuals believed that no one except church people would be able to change the view of Africans towards homosexuality. That is why they relied on the attendance of homosexuals and lesbians from the USA at the General Assembly of the World Council of Churches in Harare. They thought that if some Christian homosexuals attend, then they could force the Christian Zimbabweans to reconsider their stand against the rights of homosexuals and lesbians. It is interesting that homosexuals do not use the word "homosexual" any more. They use the word "gay" instead to give themselves a better image.

It is worth mentioning that the penalty of practising homosexuality in Zimbabwe can be up to 5 years of imprisonment. Nevertheless, after what was heard about the General Assembly of the World Council of Churches and its attempts to discuss homosexuality, a group of homosexuals (in Lusaka in Zambia) was encouraged to set their first meeting in Zimbabwe in September 1998 with their fellows from Zimbabwe. As a result of the meeting, the vice-president Christon Timbo warned that leaders of homosexual groups would be arrested. He added that the government would not allow the homosexual group, which was formed recently in Zimbabwe, to be registered.

The Protestant Association in Zimbabwe, representing two and a half million Zimbabweans, condemned the World Council because it promotes offensive behavior which is against the Christian faith. Some African Christians wonder about the Christian liberal criticism of Protestants for presenting Christianity in a western way, then turning around now to insist that Africans accept homosexuality. This subject has a great impact on the churches in the West, including arguments regarding the ordination of "professing" homosexuals. It is sad that some are even defying their church constitutions.

Tisztelt Tanács

Már 2009. február 22-én benyújtottuk nyílt levelünket önöknek, amelyben aggodalmainkat fogalmaztuk meg az egyének egyenlő bánásmódjáról, a vallási, hitelvi, fogyatékosság, kor és szexuális hovatartozásra való tekintet nélküli szabályozás alkalmazásának javaslatáról, mely 2008 július 2-án kelt.

Aggodalmainkat megerősítette az EU Alapvető Jogok Kormányszerve által kiadott cikk a „Homofóbia és diszkrimináció a szexuális hovatartozás és nemi identitásról.” Ebben az összefüggésben szeretnénk kijelenteni, hogy tiszteljük a homoszexuális irányultságú személyeket, mint bármilyen más embert, elismerjük emberi méltóságukat, és határozottan elítélünk bármilyen nemű gyűlöletet és az erőszak minden megnyilvánulását irányukban.

Hogy megelőzzünk téves információkon és állításokon keresztül terjedő támadásokat, mint az „általános zsarnokság és diszkrimináció homoszexuálisokkal szemben Európában” nem kellene ezt kifogásként visszaélve arra használni, hogy „jogokat” intézményesítsenek a „homoszexuális házasságnak” vagy a homoszexuális párok általi gyermek örökbefogadásnak az Európai állampolgárok akarata ellenére.

Mi értetlenül állunk, amikor az Európai Emberi Jogok Kormányszerve jogtalan, diszkriminatív és zaklató megnyilvánulások közé sorolja a politikusok és egyházi képviselők azon nyilatkozatait, amelyek megkérdőjelezik az erkölcsösségét és természetességét a homoszexuális viselkedésnek. Ez a jelentés idéz egy levelet, amelyet a Lett Kardinális és más papok írtak alá, hogy tiltakoznak a homoszexuális aktivisták nyilvános felvonulása, az úgynevezett „büszke menetelés” ellen. (p.51) További tényeket említve a jelentésben a jogtalan és diszkriminatív példák között: a „homoszexuális jogok” elutasításának reklámozása templomokban, mozikban, színházakban és egyéb intézményekben Olaszországban. (p 59) Egyházi méltóságok ellenállása a homoszexuális jogok törvényesítése ellen sok EU tagállam körében, mint a Román Ortodox Egyház hozzáállása a „homoszexuális házasság” bevezetése ellen. (p 87)

Az EU Alapvető Jogok Kormányszerve diszkriminatív megnyilvánulásnak tartja azt is, amikor Németországban egy Katolikus Ifjúsági Központban dolgozó homoszexuális pedagógust elbocsátottak. (p.88) Továbbá a Lett Lutheránus Egyház aktív pásztorának a hivatalból való felfüggesztése (p.89) mint ahogyan a Magyar Kálvin Teológia állásfoglalása is, arra nézve, hogy homoszexuális életmódot folytató személyek nem elfogadottak az oktatási intézményben, hogy jövőbeni pásztorai és tanítói legyenek a vallásnak. (p. 89)

Ez a jelentés komoly támadást jelent a vallásszabadság és a szólásszabadság ellen Európában. Szánalmas, hogy ez a támadás az Európai Alapvető Jogok Kormányszervétől érkezik, amely a legkiválóbb védelmezője kellene, hogy legyen ezeknek a szabadság jogoknak.

Nyilvánvaló, hogy a „homoszexuális jogok” aktivistái a terepet készítik elő az Anti-Diszkriminatív Szabályzat elfogadásához, amely pontosan szembe megy a vallásszabadsággal Európában. A Szabályzat ajánlása szerint, minden olyan viselkedés, amely sértő környezetet teremt egy ember szexuális hovatartozása miatt, be kell tiltani. Ilyen viselkedés betiltását végre kell hajtani a nyilvánosságban és a magán szektorban is a szociális védelem területén, beleértve a szociális jólét és egészségügy, társadalmi gondoskodás, oktatás területeit, amelyek elérhetőek a nyilvánosság számára, a szállást is beleértve.

Egy ilyen Szabályzatra alapozva a Keresztényeknek meg lehetne tiltani, hogy kiálljanak és bemutassák a bibliai tanítások fő pontjait a szociális élet sok területén, például a homoszexuális viselkedés erkölcstelenségére nézve is. Egy ilyen tilalom feloldása nagyon komoly pénzügyi szankciókkal lenne büntetve.

Ezen Szabályzat jóváhagyása korlátozhatja a szólásszabadságát és a vallással való kapcsolatot, ugyanakkor a Keresztények, a Zsidók és a Muzulmánok nyílt üldözéséhez is vezethet, mint ahogyan az összes konzervatívan gondolkodó európai állampolgár üldözéséhez is.

Nagy aggodalommal vettük tudomásul, hogy az EU Parlament, ebben az esetben, mint hozzáértő tanácsadó, javasolta a Szabályzat elfogadását 360 szavazattal mellette és 227 szavazattal ellene 2009. április 2-án.

Tisztelt Tanács, újra ösztönözni szeretnénk, hogy utasítsák el az egyenlő bánásmódról, a vallási, hitelvi, fogyatékossági, kor és szexuális hovatartozásra való tekintet nélküli Szabályozás alkalmazásának javaslatát, és támogassák a szólásszabadság és a vallásszabadság védelmét Európában. Így visszaállhat a demokrácia tartóoszlopainak a védelme, amelyek a szólásszabadsága és a vallásszabadság Európában.

Kérjük, vigyázzanak, a saját hozzáértésük és felelősségi körükben, hogy az Európai Alapvető Jogok Kormányszerve megállítsa a harcot a vallásszabadság és a szólásszabadságával szemben az Európai Unióban.

The Protest of the Ecumenical Council of Slovakia

Dear Member of the European Parliament,

Honourable Council,

On 22nd February 2009 we already addressed our concerns to you in an open letter regarding the proposal of a Directive on implementing the principal of equal treatment between persons irrespective of religion or belief, disability, age or sexual orientation from July 2, 2008.
Now our concerns have been reinforced by the “Report on Homophobia and Discrimination on the Basis of Sexual Orientation and Gender Identity” submitted by the EU Agency on Fundamental Rights (FRA). In this context we want to declare we respect the homosexually oriented persons as any other person, we recognize their human dignity and categorically condemn any kind of hatred and all manifestations of violence.

In order to prevent such attacks, spreading of false information on alleged “general tyranny and discrimination of homosexuals in Europe” should not be misused as an excuse to institute “rights” to a “homosexual marriage” or adoption of children by homosexual couples against the will of citizens of the EU.

We are perplexed that the EU Agency on Human Rights includes among manifestations of unjust discrimination and harassment also the declarations of politicians and church representatives that question morality or naturalness of homosexual behavior. This Report cites a letter signed by a Latvian Cardinal and other priests protesting against a public march of gay activists, the so called “pride march” (p. 51). Another facts mentioned in the Report among examples of unjust discrimination is further on: rejection of “homosexual rights” promotion in church cinemas, theaters and other institutions in Italy (p. 59), opposition of church authorities towards legalization of “homosexual rights” in many EU member states such as the Romanian Orthodox Church’s attitude against the introduction of “homosexual marriages” (p. 87). The FRA considers to be a manifestation of discrimination even the dismissal of a practicing homosexual working as a pedagogue at a Catholic youth center in Germany (p. 88), further suspension of active homosexuals from pastor office of the Latvian Lutheran Church (p. 89) as well as the decision of the Hungarian Calvin Theological Faculty according to which persons with homosexual lifestyle are not to be accepted for study to become future pastors and teachers of religion (p. 89).

This Report clearly represents a serious attack on religious freedom and freedom of speech in Europe. It is very deplorable that this attack comes from the European Agency for Fundamental Rights, which is meant to be the foremost defender of these freedoms.

It is obvious that “homosexual rights” activists are preparing a ground for approval of the new Anti-discrimination directive, which goes directly against religious freedoms in Europe. According to the proposal of the Directive any kind of behavior which would create an environment that would offence any person because of his/her sexual orientation should be forbidden. The prohibition of such behavior should be implemented in public as well as in private sector in the area of social protection, including the social welfare and healthcare, social benefits, education, access to goods and services which are accessible to public, including lodging.

Based on such a Directive the Christians could be forbidden to stand for and present the main points of the biblical teachings in many aspects of the social life, e.g. regarding the immorality of the homosexual conduct. The breaking of such a ban would be penalized by very serious financial sanctions.

The approval of this Directive can limit freedom of speech and religious affiliiation as well as it can lead to the open persecutions of Christians, Jews and Muslims as well as all the conservatively thinking Europeans.

It was therefore with great concern, that we learnt, the European Parliament, having in this case an advisory competence, supported the adoption of this Directive by 360 votes in favour and 227 against on April 2 2009. Honourable Council, we urge you once again to reject the Proposal of the Directive on implementing the principle of equal treatment of the persons irrespective of religion or belief, health disability, age or sexual orientation and therefore support the protection of freedom of speech and the freedom of religion in Europe and in this way back the protection of pillars of democracy, which are the freedom of speech and freedom of religion in Europe. Please, take care, within your competencies and responsibilities, that the European Agency for Fundamental Rights may stop fighting religious freedom and freedom of speech in the European Union.
